Update utils for keygen license

Added functionality in the CI utils to use the keygen license as well as the local license.

The fortran compiler has been updated from 2021.1 to 2021.2 for linux, and the release notes in this updates do not contain any mentions of Fortran, which I assume means that there is no changes to the fortran compiler.

The compiled executable works with all the libraries used in the tests.
