Added RathmannScaled from paper and TurboPark as well as tests

@mmpe I have added a blockage model from a recent paper and also the TurboPark by Nygaard which I had in one of my other branches. I also tried to generalise our STF turbulence model a little so one can choose which constants to use.

I was not sure whether to rebase or merge in the master so lets discuss how to get it in the best way.
