• exclude shear from deficit surrogate
• enable assert in test_DTU10MW_surrogate in py_wake\tests\test_deficit_models\test_tensorflow_model.py
• Fix surrogate (See tests in py_wake/tests/test_deficit_models/test_tensorflow_model.py)
  • make surrogate match LUT
  • extend downstream or smooth to zero
  • extend crosswind or smooth to zero
  • fix surrogate for high ct
