Draft: Gaussian model verification

Alex requested to merge GaussVerification into master

added literature notebook and wind farm models as well as small mods of our gaussian implementations

remaining issues:

  • add test cases
  • missing rotor-averaging for WeightedSum() means that we cannot match literature results with our implementation (need to merge CumulativeWake branch that contains the needed changes)
