improve All2AllIterative convergence

• use WS_eff for initial ct instead of WS
• use ct_idle from powerCtFunction (if present)
• set ct[ioff] = min(ct,ct_last) instead of WS_eff[ioff] = min(WS_eff,WS_eff_last)
