Joint multi farm optimization

I am working on implementing capability of optimizing multiple wind farms jointly with separate boundary constraints for groups of turbines. Would like to get your opinion @mikf and see if we could upstream these changes at some point. There is no test coverage yet, but once we decide on the details that will be in place too. : )
