Updating docs: first pass
Requesting that this is reviewed/merged quickly before I finally try to get the validation report working.
Restructuring of docs, which somehow turned into a rabbithole of other small fixes and changes.
Summary of changes:
- Changed CI to pull most recent version of topfarm/py_wake (otherwise old bugs still present)
- Modified the notebooks and made a new one
- Rearranged/renamed the docs to pull Mads's nice examples to the top level
- Deleted old/outdated docs files
- Added/updated some docstrings
- Added the SimpleGADriver from OpenMDAO because somehow they have an unfixed bug that won't let docs compile
- Added OpenMDAO's test for SimpleGADriver
- Added some wrapper code for the IEA 37 examples
