prepost: tag names are case insensitive, allow [turb_format] for [tu_model]

• Make tag names case insensitive. This helps with the htc writer since that one will force everything to lower case
• Allow the use of [turb_format] for [tu_seed]. The latter is in the docs, the former is used in some examples floating around.
