add proper support for micro, meander turb for pbs_in_turb and zipchunks

Also create the stand alone turbulence box generation for the micro and meander turbulence boxes as used for the DWM model. Also include the copy to/from scratch and turbulence database directory.

This is a messy MR also due to the amount of changes that are required for the test files. It also illustrates why we need to move to the new and more simpler system that is being worked on. @mmpe @jyli any objections I just merge this?
