Update PyWake, etc
- update to work with py_wake 2.1
- remove fused_wake wrappers and tests and changed examples to use pywake
- removed issue fix for slsqp which does not work for scipy > 1.5.0
- updated notebooks
- speed up tests of main, examples and notebooks by setting max_iter to 1
- switch to anmh_old windows test runner
