Update PyWake, etc

Mads M. Pedersen requested to merge new_windows_machine into master
  • update to work with py_wake 2.1
  • remove fused_wake wrappers and tests and changed examples to use pywake
  • removed issue fix for slsqp which does not work for scipy > 1.5.0
  • updated notebooks
  • speed up tests of main, examples and notebooks by setting max_iter to 1
  • switch to anmh_old windows test runner
